Una condizione non benefica e salutare, che nelle comunità aumenta squilibri psico-fisici, comportamentali e di relazioni con ripercussioni economiche e funzionali dell’amministrazione pubblica e sociale. Troppe le attese “disattese”, molte le immagini di macerie e catastrofi naturali che attendono ricostruzioni e/o soluzioni, strutture realizzate, mai completate ed abbandonate, devastazioni ambientali non ricostituite…le opere di un gigantesco aeroporto lasciate ad una rinaturalizzazione spontanea.
Pochissime le risposte, ancor meno le azioni; una condizione che realizza un’immobilismo dell’uomo e delle macchine amministrative pubbliche. Cosa la causa di ciò? Gli eccessi di burocrazia? La deresponsabilizzazione e il conseguente blocco dei procedimenti tecnico-amministrativi? La mancanza di attenzioni e valori?
Da una trentina d’anni ad oggi si è parlato e consolidato il concetto di “cultura d’impresa” dove il rapporto fra dipendente operatore e organizzazione non è più mediato da un contratto di lavoro, ma da un legame morale, caratterizzato da impegno e fiducia da entrambi le parti.
Questo concetto è presente sia nel pubblico che nel privato, sempre che il pubblico sia così come è… Considerato come una azienda in cui gli interessi del lavoratore non sono più complementari a quelli del suo datore, ma identici, così chè sia la fiducia, che l’impegno diventano un autocontrollo reciproco. Il dipendente interiorizza, rappresenta e riproduce i principi, valori e obiettivi dell’organizzazione per cui lavora. Stabilire un legame morale e affettivo con i colleghi e con l’azienda stessa. Ma…tutto ciò ora dove si realizza?
Le pubbliche amministrazioni hanno avuto un esodo di massa, per motivi di quiescenza raggiunti per limiti di età da una parte e, per molti altri per averlo anticipato grazie alle norme che l’hanno permesso.
Ora si tratta di “rifondare” gli organici, nuove assunzioni, professionalità e competenze dovranno entrare a sostituire e ammodernare il funzionamento della macchina amministrativa pubblica. Una macchina chiamata a confrontarsi con politiche ambientali, economiche, infrastrutturali, occupazionali, produttive etc…relazionate ad un sistema complessivo a scala europea.
Oggi, con i risultati del prossimo appuntamento elettorale, si spera in un inizio di tutto ciò…in un inizio che archivi il “vecchio” e faccia spazio ad una diffusa meritocrazia, legata a spessori individuali, professionali, sociali che finalmente possano testimoniare il senso di una ripresa, l’abbandono di polemiche infertili e prive di concretezza,…..l’inizio di confronti autentici, organizzati, giovani, innovativi e realizzabili… lasciando il sospeso solo al caffè!
